Important Dates!

Friday, June 17, is the last day to enroll students for summer school. Fall registration remains open.
Friday, June 24, is the last day to drop students. Students still enrolled after this date will receive a grade for the course, and their enrollments will count in your district's (or charter school's) funding formula.

Schools - Verify Access to this New Helpdesk Link

Schools and students need to verify they are not blocking this link, www.help.ncvps.org The link will be needed to submit an online helpdesk ticket for NCVPS technical issues starting July 1, 2011. (see next article for details)

TECH HELPESK CHANGES - IMPORTANT!!!

The NCVPS technology helpdesk will be changing as of July 1, 2011! NCVPS will be terminating their contract with the current helpdesk vendor and be starting up an internally operated technology helpdesk. While service hours will no longer be 24/7, we hope that we can more efficiently handle your NCVPS technology needs and be more customer focused.

Here are the details of the new helpdesk:

Hours of service will be 8am-4pm, Mondays - Fridays (except state holidays)
We will be using an online ticketing system to collect info for technology help issues. The URL for this is www.help.ncvps.org .
Online tickets will be addressed throughout the business day. We will handle these in the order they are opened.
There will be a helpdesk phone number that we release closer to the start date, however we strongly encourage online ticket submissions for quicker service.
Voice messages left on the helpdesk phone line will be addressed in 1 business day.
A valid email will be required for ticket submission - so make sure you are ready to check your inbox! :)
Password resets, access problems, etc will be handled and a notification of a solution will be emailed to you.
Return phone calls will not happen unless there is a time sensitive need for further information to solve the user's problem.
Note that this helpdesk will only be for technology issues. All Curriculum, Policy, and School Support issues will not be able to be resolved by the technology staff. Please make sure you continue to contact the appropriate NCVPS staff for help with non-technology questions.
Make sure you notify your local technology department so they can verify that the new URL is unblocked. Again, that www.help.ncvps.org

1) DLCs - Complete the "Summer Contacts Survey" http://goo.gl/PkN0S providing summer contacts for your district. (Separate article also included following this reminders section.)

2) You may drop students through Friday, June 24th. This is the 10th day of the course. Students with "enrolled" status after June 24th will receive a grade for the course, and their enrollment will be included in your district's or school's funding formula. Please remember that DLAs or DLCs must drop students (before June 24) to avoid inactive students from remaining on the rosters. NCVPS staff and teachers cannot drop students for you except on the administrative drop date, which is on Day 7 (June 21).

IEP Guidelines Update for NCVPS Courses

NOTE: The most recent upgrade to the NCVPS Registration System includes a required data field for school's "IEP Contact" when a student is flagged as having an IEP on file. It is imperative for this contact to be provided based on the guideline directions.

LOCK Sessions

LOCK = Linked Online Connecting Knowledge. LOCKs are hosted in the DLA Spa, Wimba Classroom. Instructions for how to access the classroom are provided in a QRG which can be viewed in the DLA Spa - "DLA e-Lerts" tab. LOCK webinars are professional development opportunities, specifically planned for DLCs and DLAs to keep abreast of the NCVPS operations.

Summer LOCKS will not necessarily be hosted on the typical routine 1st and 3rd Tuesdays, but will be announced when scheduled.

EOC and CTE Testing for Summer

IMPORTANT NOTE: Please make arrangements for ALL students enrolled in summer EOC and CTE courses to have the final exam administered to them. NCVPS DOES NOT administer any EOC or CTE state final exams. If you have questions, please contact the EOC and CTE coordinators at your school.

SAS Computer Programming Course

NCVPS and SAS Institute are partnering to offer high school students a course in SAS Computer Programming. The prerequisites for the course are Algebra I and at least 1 programming course such as Visual Basic, C++, Java or Python.

The course is not available in the registration system. You must contact Karen Creech at karen.creech@ncpublicschools.gov if you are interested in enrolling students in the course.

Day 3 No-Show Report

You can find the Day-3 No-Show report in the registration system. Please note that the document will show ALL of your enrollments. Scroll to the right of the spreadsheet to see who has been identified as a no-show as of Day 3. This is just an early warning, and we know that many districts with facilitated labs were just beginning. Nevertheless, we want districts to be aware of each student's status.

We will administratively drop students who have not logged in by Day 7, June 21. You will find the Day 7 Admin Drop Report in the registration system on June 21. You must email instructors directly to keep a student who has been identified as a drop in the course. That must be done by June 22.

1) DLCs - Complete the "Summer Contacts Survey" http://goo.gl/PkN0S providing summer contacts for your district. (Separate article also included following this reminders section.)

2) "No Show" reports were posted under the "Reports" tab in each school's NCVPS Registration System Account, on Monday, June 13. The "No Show" column is towards the far right of the spreadsheet. The responses are Y or N. If student records are flagged "Yes", this indicates the student has either not signed on into the course, or has signed on but not submitted any assignments. This is a warning to DLAs to communicate with students not yet actively engaged in their course. Some schools have communicated later school openings with their teachers, but those that have not should do so to inform the teachers of their later start schedule. If students do not submit assignments before the Admin Drop scheduled date (Day 7 - Tuesday, June 21), nor has special request been communicated to not drop the student, the student will be dropped with the Admin Drop process.

3) Students enrolled on Thursday and Friday, June 16 & 17, and any approved late enrollments thereafter, should anticipate up to 24 hours before they will get access to their course(s). In other words, their passwords may not work for at least 24 hours after enrollment. Waitlisted students will not receive access until they move off the waitlist.

4) DLAs must give students their usernames and passwords. This is the same as in the past. NCVPS does not issue the usernames and passwords. Follow this link to see how to access usernames and passwords. https://docs.google.com/View? id=dfwwcvfq_1771f4f883gj

If students are already gone from school, you should have their email addresses in the registration system, and you can email them their username and password and the student checklist.

5) You may continue to enroll through the late add period, which ends on Friday, June 17. Students on the waitlist will also be moved to enrolled status if section space is available through Friday the 17th.

6) You may drop students through Friday, June 24th. This is the 10th day of the course. Students with "enrolled" status after June 24th will receive a grade for the course, and their enrollment will be included in your district's or school's funding formula. Please remember that DLAs or DLCs must drop students (before June 24) to avoid inactive students from remaining on the rosters. NCVPS staff and teachers cannot drop students for you except on the administrative drop date, which is on Day 7 (June 21).

7) NCVPS will administratively drop any students who have not accessed their courses by Day 7, Tuesday, June 21. The admin drop list will be posted in the registration system on Wednesday, June 22. Please check that admin drop report. If you would like to request a student be reinstated, you must contact the teacher directly before Friday, June 24.

9) What to do if a student's password does not work:

a) Confirm that they are enrolled and not waitilsted. b) If they are recently enrolled, remember that passwords will not work for 24 hours. c) If they are confirmed enrolled and it's been at least 24 hours since enrollment, then contact the Blackboard help desk at 1-866-223-1028. d) Lastly, if students took a course in the past and they changed their passwords, they have to use the password that they changed it to, or they can call the help number for a reset.

Emergency Enrollments for Summer

After Day 5 (Friday, June 17), ONLY graduating seniors and medical/hardship related student cases will be considered for late add through Day 10 (Friday, June 24). Late add requests should be emailed to your assigned VLC, and must include the student’s name, district, school, course and brief reason for request. All other requests will need to be enrolled in the fall semester.

Please note that summer semester students can move off the waitlist through Day 5 (Friday, June 17). The NCVPS registration system does not have an automatic notification for students who move off the waitlist. If you have waitlisted students, you will need to periodically check your enrollment report to see if they are enrolled. Please remember that the enrollment report ("Status" column) shows BOTH enrolled and waitlisted students.

Waitlists - Enrollment Capacity Concerns

Summer
As of June 17, summer, German courses are closed, (and those limits are placed by Oklahoma State University). Algebra I and Geometry are approaching limitations on availability.

Fall
OCS Blended Learning Applied Science, OCS Blended Learning Biology, and OCS Blended English I, both block and yearlong, will not have any additional enrollments moved off the wailitsts at this time. Please continue to enroll students as needed and the waitlists will be evaluated weekly as drops happen. If availability is present, students will be moved off waitlists.

FINAL Grade Report - 2010-11 Year Long & Spring, 2011

Final grade report corrections for 2010-11 Year Long, Spring 2011, and corrections to Early Calendar scheduled courses, were posted on Monday, June 13. Final grade reports are submitted to each school's NCVPS Registration System account, "Reports" tab. The final report is dated June 13.

PLEASE NOTE: The registration system was running very slow during the period that teachers were posting grades. Several teachers had difficulty posting grades. If student grades are missing or DLAs note a grade discrepancy, please communicate with the teacher ASAP.

WANTED: DLA and DLC Retirees, (or those with plans to retiree over the summer)

NCVPS School Support Services would like to coordinate a panel of interviews with DLAs and DLCs who have plans to retire this summer, or did so prior to the summer. Please notify your regional VLC (Adam, Connie, James, Melissa), if you have plans to retire, or if a former DLA or DLC this school year retired during the 2010-11 school year.

NON-PUBLIC SCHOOL STUDENT ENROLLMENTS

Districts have an option to enroll non-public school students into North Carolina Virtual Public School (NCVPS) courses through the visiting student policy. In addition, NCVPS has a process for enrolling non-public school students into the registration system. There is a check box that should be checked when a non-public school student is enrolled to identify those who need to submit payment for their classes. NCVPS pulls a list of these students to determine those districts/students who need to pay and submits to the Department of Public Instruction. It is the districts responsibility to collect and submit these fees to DPI per the process outlined below.

School finance officers, District Learning Coordinator's (DLC’s) and District Learning Advisor's (DLA’s) should be using the following information below to invoice non-public school students who have enrolled in NCVPS courses. The fees must be submitted to DPI within 10 days of the student receiving a seat in the course. Please visit this link to get to the actual forms you may use to collect this money. http://www.ncvps.org/index.php/parents/homeprivate-school/.

The recommendation from the SBE for fees is outlined in the documents below. In addition, we have supplied school districts with sample invoices.
Each of these documents will need to be listed below this text for districts to download. Please put them in this order . .

Please make sure your district is collecting these fees as students are enrolled and following the above process.

As you know NC was devastated with severe weather over the weekend. The NCVPS staff send thoughts and prayers to all of those who were affected by these powerful storms. As we survey damage, the School Support Division would like to know if there are any closures, outages, delays, or other circumstances that may affect students/teachers of NCVPS online classes. Please let me know so that we can respond and make sure that instruction isn't affected and more importantly that students who need additional assistance can be handled. Please let me know school names, student names, etc. as soon as possible.

Summer and Fall 2011 Enrollment - Health Education Course
The health education courses are 1/2 credit courses, and classes begin at the beginning of the semester and at mid-semester. Typically registration is heavy for the classes that begin at the start of the semester. NCVPS will balance that enrollment starting in Summer 2011. Please click this link for details.

Transfers for Spring 2011
The last day to transfer into an NCVPS course is April 29th! Students may still transfer into NCVPS courses. To transfer in, a student MUST be enrolled in the course with a face-to-face instructor, and the student MUST have a passing grade to transfer into the course. Contact your VLC to request a transfer. Students can transfer in until the beginning of the last quarter of the course.

CTE Field Tests [E-lert for April 21]

Accounting I, Personal Finance and Principles of Business and Finance Field Test

As new or revised courses, Accounting I, Personal Finance and Principles of Business and Finance will be field tested for the school year 2010-2011. What does that mean for you and our students? Students are required to take a two part field test for the course this semester. The first part will be administered at the midpoint of the semester and cover the first half of the course content. The second part will be administered at the end of the course and cover the second half of the course content. Both parts are to be administered at the face-to face-school. This is a state required exam, NOT an NCVPS exam and should be treated as any EOC and VoCats exam. Your testing coordinator or your CDC (Career Development Coordinator) will be able to provide the field test exams to you.

District policy should be followed in terms of using the field test scores to calculate an exam score; district policies regarding field tests vary greatly. If your district requires that a teacher made final exam be given, simply let the course instructor know. There is one ready in the course to be given to all students that require it.

As new or revised courses, Accounting I, Personal Finance and Principles of Business and Finance will be field tested for the school year 2010-2011. What does that mean for you and our students? Data entry of VTIN & other manual entries [E-lert for April 7]

REMINDER: Double check and double check again with the school data manager if your SAR kicks out an audit exception regarding NCVPS teachers not being Highly Qualified (HQ). NCVPS requires teachers to be HQ before hiring. There are a number of steps that involve manual data entry to derive at the final outcome exported from the SAR. It is easy to misread a line of transaction and misinterpret a teacher's VTIN from another on the enrollment report. Much appreciation for the obvious rapport developed among DLAs and DMs. Continue to work together and proof your entries from NCVPS to NC WISE to eliminate initial audit exceptions on the SAR.

Dr. Bryan Setser, the NCVPS Executive Director has accepted a position with OpenEd Solutions, a national e-learning and blended learning consulting firm effective April 15, 2011. We are excited that he has been given this opportunity to grow and continue to advocate blended and online learning on a national scale after leading NCVPS to become the 2nd largest state virtual school in the nation. The chief officers at NCVPS have met with senior leadership at DPI, the State Board of Education and we are confident there will be a smooth transition until a new Executive Director is hired. NCVPS is positioned well in the budget and will continue to grow and support you and the students of North Carolina with the high level of service and quality we have demonstrated thusfar. The health education courses are 1/2 credit courses, and classes begin at the beginning of the semester and at mid-semester. Computer Applications Offered for Summer and Fall 2011

NCVPS has been working closely with the DPI CTE division to determine if there is a need to offer Computer Applications for Summer 2011 and Fall 2011. We are aware the MS IT Academy has been implemented across a large majority of LEAs and there is an expectation to have all LEAs participating in the Academy by Fall 2011.

Even with the expectation to participate in the IT Academy, the DPI CTE division realizes there may be special circumstances and you may need to enroll a student in Computer Applications. NCVPS will plan to open sections to accommodate your students. Please note that we will need to have a minimum of 10 students in a section in order to secure a teacher. SAS Computer Programming - Fall 2011
We will offer SAS Computer Programming as a pilot again in Fall 2011 for a total of 50 students. We will not offer the course in the summer because of the NCVPS Virtual Desktop tech requirement. We know many students take courses in the summer from home and are unable to get support from the school because there is not a summer school program available to students. The Virtual Desktop needs to be supported at the school level.

Legislative wheels grind on and it is looking as though online college courses will be available for high school students. At this point in time these Community Colleges will be participating:

Lenior CC

I'll be adding to this list as I hear from other Community Colleges.

For fall registration plan to register students for STEM courses only, until signed legislation tells us otherwise.

NCAA Information [E-lert for March 18]

REPORTING NCVPS CLASSES ON TRANSCRIPTS FOR NCAA CLEARING HOUSE

We have been working with NCAA to get clarification on how to better help students who are trying to get clearance. The NCAA understands that NCVPS can't award the grade as we are not degree granting and that the NC public school awards the grades.

We have one solution to share out with schools systems. It has been suggested that schools document the classes on the transcripts as such:
Algebra I - NCVPS
Algebra I CR-NCVPS – for the credit recovery classes

or show the course ID to show the semester etc (ex algebraIsec04spr11 – NCVPS). This example helps them to see what semester etc. this course was taken when they are doing their evaluation as well.

By doing this, it will help the NCAA to know this was an online class with NCVPS and that we do not award the grades. Please make sure you designate NCVPS over just ONLINE CLASS.

Late Drops [E-lert for March 9]

At this point in the semester, based on teacher contracts and legislation statutes for NCVPS, students cannot be dropped from a course after the designated scheduled last day to drop unless a medical hardship or change in IEP is advised by the principal, or if the student withdraws from the school. In the post procedure for this type transaction, the DLA confirms to the on-line teacher that the student is considered having been dropped at the school. The teacher, then, will make notation of: "Student was late dropped at school" on the journal comments for the progress and final grade reports. A final grade mark will be reported by the on-line teacher, which may be "null", and will be reflective on the final grade report at the end of the semester.

NCVPS grades are only made available to the school via the NCVPS Registration System - "Reports" tab. NCVPS does not report grades in eSIS (NC WISE). The DLA is responsible for providing grades to the school Data Manager for input on the student's record in NC WISE. In
the case of a "beyond NCVPS late drop deadline" request, it is to the school's discretion as whether the grade is reported on the student's transcript.

Many of the NCVPS teachers also teach in the traditional classroom environment; however, contacting them while in that environment is a conflict of interest and against the NCVPS guidelines. Accounting I, Personal Finance and Principles of Business and Finance Field Test [E-lert for March 4]

As new or revised courses, Accounting I, Personal Finance and Principles of Business and Finance will be field tested for the school year 2010-2011. What does that mean for you and our students? Students are required to take a two part field testfor the course this semester. The first part will be administered at the midpoint of the semester and cover the first half of the course content. The second part will be administered at the end of the course and cover the second half of the course content. Both parts are to be administered at the face-to face-school. This is a state required exam, NOT an NCVPS exam and should be treated as any EOC and VoCats exam. Your testing coordinator or your CDC (Career Development Coordinator) will be able to provide the field test exams to you.

District policy should be followed in terms of using the field test scores to calculate an exam score; district policies regardingfield tests vary greatly. If your district requires that a teacher made final exam be given, simply let the course instructor know. There is one ready in the course to be given to all students that require it.

LOCK Sessions [E-lert for March 4]

Mark Your Calendars - LOCK (Linked Online Connecting Knowledge) sessions will start back beginning March 8, at the same time they were hosted last year - Tuesdays, 11:00 AM unless listed differently in the schedule. LOCKs are hosted in the DLA Spa, Wimba Classroom. Instructions for how to access the classroom are provided in a QRG which can also be viewed in the DLA Spa, "DLA e-Lerts" tab. These sessions are specifically planned for DLCs and DLAs to keep abreast of the NCVPS operations, and excellent Professional Development opportunities. Be Alerted -- we hope to have a process in place to maintain attendance for those who wish to gain credit for your LOCK attendance.

Tuesday, March 8 LOCK will feature "Registration Updates for summer and fall semesters". Plan to join us or catch the archive. REMEMBER, attendance is being recorded to provide CEUs in June.

VTIN and SAR Information for NCWise [E-lert for March 4]

All SAR data requirements on NCVPS teachers, (VTIN, yrs exp, ethnicity, race), are now available in columns on your NCVPS Enrollment Report. The Enrollment report is in Excel format and can be accessed from your NCVPS Registration System, Enrollments tab, populating the fields to Export to Excel above the list of courses. DLAs will need to provide this information to the school data managers. The VTIN report in the DLA Spa is no longer kept updated.

Credit Recovery
Credit Recovery enrollment has been extended through March 1. You may still enroll students directly through the registratoin system until that time.

1. Make sure the student information is updated and correct in the registration system. That includes an email address!

2. Create an Excel file that contains the following information:
School Name
Student Name
Credit Recovery course needed

3. Send spreadsheet via email to Michelle Lourcey (michelle.lourcey@ncpublicschools.gov). Requests will be processed within 24 hours.

EMERGENCY ADDS
Emergency adds ended on Friday, Feburary 4th, at 5 p.m. No students may be added to traditional courses at this time.

TRANSFERS
Students may still transfer into NCVPS courses. To transfer in, a student MUST be enrolled in the course with a face-to-face instructor, and the student MUST have a passing grade to transfer into the course. Contact your VLC to request a transfer. Students can transfer in until the beginning of the last quarter of the course.

Grade Corrections - Fall 2010 [E-lert for Feb. 17, 2011]

We are making final grade changes and corrections this weekend. Due to inclement weather, many districts arranged for students to have extended time to complete their courses. Look for the correct final grade report on Monday, February 14.

Monday night, 2/14, Governor Perdue announced Career and College Promise (CCP), which will allow eligible high school students to earn 2 years of college credit at no cost. For more information,

North Carolina Virtual Public School, through its Leadership and Innovation division, offers the GO LIVE Innovation Initiative. GO LIVE stands for Getting Organized to Lead Innovatively for Virtual Education. This initiative engages Leading Edge Districts in 21st century conversations in order to lead innovatively, build leadership capacity, and further SBOE 21st Century Learning Goals. Run your enrollment report to see which students you have enrolled and which students were waitlisted and did not get into a course.

Credit Recovery
Credit Recovery enrollment has been extended through February 11th. You may still enroll students directly through the registratoin system until that time.

EMERGENCY ADDS
Emergency adds ended on Friday, Feburary 4th, at 5 p.m. No students may be added to traditional courses at this time.

TRANSFERS
Students may still transfer into NCVPS courses. To transfer in, a student MUST be enrolled in the course with a face-to-face instructor, and the student MUST have a passing grade to transfer into the course. Contact your VLC to request a transfer. Students can transfer in until the beginning of the last quarter of the course.

Keep an Eye on LEO Students [E-lert for Feb. 11, 2011]

Keep a close eye on students taking LEO courses. Ensure they are logging in daily. As with all courses, these first weeks are critical to their success.

LEO courses are created and taught by NC Community Colleges & iSchool. Both of these organizations must adhere to SACS accreditation standards which require that students be allowed to drop courses through the middle of the semester. Each high school must decide how to handle LEO drops. Better for the student to drop a course than generate a college transcript with a failing grade.

Is your school system interested in getting more students involved in Learn and Earn Online but you have more questions/concerns than answers? I'll be happy to visit, answer questions, discuss policy implications, anything I can do to assist.

The new codes for OCS have been entered into eSIS production with the academic level of '0" and a start date of 7/1/2010.

9210Z - OCS English I
9211Z - OCS English II
9221Z - OCS Algebra I
9232Z - OCS Biology

Please communicate with your data managers that the courses with the 'Z' as the 5th character are only to be used for NCVPS courses taught at the 0 academic level.

ATTENTION SCHOOL FINANCE OFFICERS, DLA'S AND DLC'S:

The North Carolina State Board of Education (SBE) passed a new policy in the summer 2010 allowing local education agencies (LEAs) to enroll non-public school students into online courses offered by the North Carolina Virtual Public School (NCVPS) and to collect fees for such enrollments.

The recommendation from the SBE for fees is outlined in the documents below. In addition, we have supplied school districts with sample invoices.

Each of these documents will need to be listed below this text for districts to download. Please put them in this order . .

Late Registration / Emergency Adds / Transfers [E-lert for Jan. 28, 2011]

LATE REGISTRATION
Late registration began on Jan. 24th, which was the first day of class for the traditional calendar. Friday, Jan. 28th will be the last day of late registration except for Credit Recovery courses. Schools can still enroll in Credit Recovery courses in the registration system through Friday, Feb. 4th. Late add registration for all other courses will close on Friday, Jan. 28th. Students will not move off the waitlist after that date.

EMERGENCY ADDS
You may contact your VLC to request an emergency add during the week of Jan. 31st to Feb. 4th. Only seniors who need a course to graduate and students with medical emergencies will be considered for late adds. Students added late will start in the first module and will be expected to complete all work in the course.

TRANSFERS
Students may still transfer into NCVPS courses. Admin Drops and Drop Dates [E-lert for Jan. 28, 2011]

Due to the inclement weather and late starts in numerous districts, NCVPS will NOT conduct an administrative drop this spring. Districts will be solely responsible for dropping students. We will extend our drop date for non-EOC courses. Per the State Board, though, we must adhere to the Day 10 drop policy for all EOC courses. Therefore, DLAs will be able to drop students through the following dates:

EOC Courses: DLAs can drop until 11:59 p.m. on Friday, Feb. 4.

Non-EOC courses: DLAs can drop until 11:59 p.m. on Monday, Feb. 8

Any student not dropped by those dates will receive a grade for the course. We can continue to withdraw students after those dates if they leave the school or if there is a documented medical/504 situation.

PLEASE NOTE: Due to inclement weather, many students and DLAs asked for additional time for students to complete their courses. If an arrangement was made with the instructor for an extension, the grades were left blank, and a "null" would show up in the grade report. We will update the grade report later this week and next week again. Teachers will also send grades via password-protected spreadsheets to the DLAs.
